A Consent Management Platform is the tool that shows your cookie banner, collects each visitor's choice, and stores a record of it.

The CMP is the piece sitting between your visitor and your tracking. It renders the banner, remembers who accepted what, blocks tags from firing until consent is given, and keeps a timestamped log you can produce if a regulator asks. Most also pass the consent signal onward to tools like Google Consent Mode.

Picture a visitor from France reaching your landing page. Your CMP holds your analytics and ad pixels back, shows the banner, and only releases the pixels she agreed to. If she accepts analytics but refuses advertising, the CMP enforces exactly that split.

For serving Google ads to users in the EEA, UK, and Switzerland, Google requires a CMP from its certified partner list that is integrated with the IAB TCF framework. The honest catch is that a CMP does not make you compliant by itself. A banner that blocks nothing, or one bolted on after your pixels already fire, gives you the look of consent without the substance.

The banner is not the point. The blocking behind it is.
