Every time your ad could show to someone, it goes into an instant auction against other advertisers chasing that same person, and Total Value is the single number Meta uses to pick the winner of that auction.

That number is built from three parts working together. The first is your bid, which is simply how much you are willing to pay for the action you care about. The second is the estimated action rate, which is Meta's guess of how likely this specific person is to actually do that thing, like buy or sign up. The third is ad quality, which is a read on how good and relevant your ad looks to the people who are seeing it, based on their signals and feedback. Roughly, Meta multiplies your bid by the estimated action rate and then adds ad quality on top, and whoever lands the highest Total Value wins that impression.

This is exactly why a great ad can beat a bigger budget. If Meta believes your ad will get the action and that people find it worth their attention, your Total Value can come out higher than a rival who is willing to pay more but is running a weak, off-target ad, so you take the slot and often pay less for it. You are not just buying attention with money, you are earning it with relevance.

Notice that two of the three parts have nothing to do with money at all. The estimated action rate and the ad quality are both about how well your ad and your audience match, not about how much you are willing to spend, so pouring more bid onto a weak ad is the expensive, losing way to compete. The cheaper way to raise your Total Value is to make an ad that people actually respond to.
