Every bid strategy is one of two kinds. Spend-based tells Meta to spend the whole budget for the best result it can get. Goal-based tells Meta to protect a cost or a return, even if that means not spending it all.

You stare at the bid strategy menu and the options blur together, but they split cleanly into these two families, and once you see the split the whole thing gets simpler. Spend-based strategies, Highest Volume and Highest Value, promise to use your entire budget and get you as many results, or as much total value, as that money can buy, while making no promise at all about what each one costs. Goal-based strategies, Cost per Result Goal, ROAS Goal, and Bid Cap, do the opposite: they defend an average cost or return, and will happily slow down or leave budget unspent rather than pay more than your target.

This is the real decision hiding behind the menu. Spend-based says "spend it all and get me the most." Goal-based says "hold my economics, even if that means spending less." Picking the wrong family is how people either overpay chasing raw volume, or quietly starve a promising campaign by guarding a number far too tightly for it to breathe.

Goal-based control is not free efficiency, it is a trade. The tighter you hold the cost, the more results Meta has to walk away from, so an aggressive goal can leave budget unspent and an ad set stranded in learning. The sane order is to start spend-based to discover what a result actually costs you, then add a goal once you know the real number worth protecting. Guarding a target you invented just handcuffs delivery for no reason.

First let Meta tell you what a result costs, then decide whether to protect that number, not before.
