Activation and onboarding are the steps that carry a user from install to first open to the first genuinely meaningful action inside your app.
You got the install, and now the real test starts. The user has to open the app, get through onboarding, and reach a moment that actually matters: an account created, a tutorial finished, a first value moment where they get why the app exists. That first meaningful action is your activation event, and it is a far better sign of a real user than the download ever was.
Here is the uncomfortable part. A large share of installs never even open the app once, and a chunk of the ones that open never make it through onboarding to activate. So the gap between people who installed and people who activated is usually where your money is quietly leaking. Tightening onboarding, cutting steps, and getting people to the value moment faster is often the highest-return thing you can do.
Point the campaign at the right target. If you optimize your ads toward installs instead of toward a real in-app activation event, you buy ghosts, installs that never open or activate. Wherever the platform and your measurement setup allow it, aim the campaign at an activation or purchase event, so the algorithm goes looking for people who actually do something, not people who merely download.
An install that never opens is not a user, it is a receipt.
